Stand to End Rape Initiative (STER) is proud to announce the launch of our much-anticipated Scorecard Report, a comprehensive assessment tool that sheds light on the state of women’s safety in Nigeria with support from Ford Foundation. This report is a major step forward in our ongoing mission to create a society where all women can live free from sexual violence.
What is the Scorecard Report?
The Scorecard Report is the culmination of extensive research, data collection and analysis, driven by the mission to tell the experience of women across Nigeria.
This project is designed to monitor and evaluate the effectiveness of policies and practices aimed at preventing sexual violence and supporting survivors. Our report offers an in-depth look at how various sectors—government, law enforcement, healthcare and civil society—are performing in their efforts to protect women and girls across Nigeria.
Why is the Report Needed?
Sexual and gender-based violence (SGBV) continues to be a pervasive violation of human rights in Nigeria, underscoring the urgent need to strengthen multi-sectoral mechanisms for its prevention and response. Evaluating the efforts and commitment of the Nigerian government in addressing SGBV is important to identifying gaps and driving progress toward its eradication.
This report is designed to offer valuable insights to policymakers, government ministries, departments, agencies, Civil Society Organisations (CSOs), advocates and other key stakeholders. It thoroughly assesses the institutional strengths and weaknesses that influence the effectiveness of SGBV prevention and response efforts.
In addition, the report outlines pathways for leaders and advocates to recognise institutional gaps, take proactive measures and prioritise enhancing existing structures. It also guides establishing robust and adequate mechanisms to better prevent and respond to SGBV in Nigeria.

Inconsistent Implementation of Policies:
While there are commendable laws in place, their inconsistent implementation across states is a significant barrier to progress.
Lack of Survivor Support Services:
Many states still lack accessible and comprehensive support services for survivors of sexual violence.
Need for Enhanced Training: Law enforcement and healthcare providers require more extensive training to handle cases of sexual violence sensitively and effectively.
These findings underscore the urgent need for a coordinated, multi-sectoral response to sexual violence—one that is informed by reliable data and driven by a commitment to justice and equality.
