(a) Objectives: To engage a Legislative and Policy Strategy Expert in developing a comprehensive analysis on the Special Seats Bill. The document will include the bill’s historical context, analysis of past advocacy efforts and actionable advocacy strategies for its passage and state-level domestication.
(b) Background: Stand To End Rape Initiative (STER) and the Coalition for Women’s Political Empowerment (CWPE) is an alliance focused on increasing women’s representation in Nigerian politics, aiming to drive advocacy efforts towards the passage of the Special Seats Bill. This bill proposes a legislative quota to secure women’s representation in the National Assembly, a step toward equitable governance. To strengthen the coalition’s strategic approach, we seek a consultant with proven expertise and in-depth knowledge of the special seat bill, advocacy efforts, legislative engagement and gender equality initiatives.
LOCATION: Resident in Nigeria
EXPERIENCE: Minimum of five years in Policy Analysis (added advantage if the policies are gender sensitive)

REQUIREMENTS:
– In-depth knowledge of Gender Equality Bills in Nigeria especially the Special seats Bill.
– In-depth knowledge of Nigerian legislative systems, with experience working on legislative advocacy.
– Proven track record of supporting or leading advocacy efforts on gender representation legislation.
– Demonstrated ability to form partnerships with NGOs, CSOs or MDAs for social impact projects.
– Available for virtual participation and travel when needed.
SCOPE OF WORK:
– Comprehensive analysis of the Special Seat Bill: Develop a comprehensive analysis which includes Purpose and objective, Legal and Constitutional Alignment, Equity considerations, Economic and Financial Impact, Implementation feasibility, Language Clarity, Unintended consequences and Risks, Public and Political support, International or External considerations.
– Strategy Development: Lead the development of a comprehensive document in collaboration with coalition members to serve as a comprehensive guide for the coalition’s advocacy efforts to support the passage and implementation of the Special Seats Bill.
– Stakeholder Engagement Support: Assist in identifying and connecting with relevant stakeholders, supporting the coalition’s outreach within legislative, civil society and corporate circles.

- Expected Outcome: A thorough, well-documented analysis that examines every aspect of the Special Seats Bill, covering its purpose, alignment with existing laws and the broader socio-political context. - Timeline: Due within the first two weeks of engagement. This document will be crucial for coalition members and stakeholders to understand the rationale and implications of the Special Seats Bill and how it fits into the broader legislative landscape.
- Advocacy Strategy Document
- Expected Outcome: A strategic framework for coalition efforts to support the passage and implementation of the Special Seats Bill, aligning advocacy actions with legislative schedules, key dates and targeted outreach plans.
- Deliverable: A detailed strategy document, developed in collaboration with coalition members (through at least two virtual and one physical engagement), that includes:
- A step-by-step plan for advocacy actions
- Messaging guidelines tailored to different stakeholder groups
- Timeline and key milestones
- Resource requirements and budget considerations, if applicable
- Timeline: Delivered within the initial engagement period (first month). This document will guide coalition members and ensure coordinated, efficient advocacy efforts.
- Stakeholder Engagement Report
- Expected Outcome: An expanded network of relevant stakeholders, with clearly defined roles for each and a stronger base of legislative, civil society and corporate support for the bill.
- Deliverable: A report listing:
- Key stakeholders identified within legislative, civil society and corporate sectors
- Connection points and potential influence of each stakeholder
- Engagement history and feedback from each interaction
- Recommendations for next steps in stakeholder engagement
- Timeline: Ongoing throughout the engagement, with periodic updates to track progress and adjust engagement efforts as needed.
