Terms of Reference (TOR)
For Developing Training Manual and Facilitating Capacity Building Training for State and Non-state Actors on the Domestication of the VAPP Act in Cross River State 

(a) Objectives: To carry out training needs assessment; and based on the assessment develop a comprehensive training module on the importance of the Violence Against Persons Prohibition Act and also develop a strategic framework to strengthen the capacity of civil society actors and other relevant stakeholders in advocacy efforts towards the domestication of the Bill. 

(b) Background: Stand To End Rape Initiative (STER) is a youth-led social enterprise advocating against sexual and gender-based violence, providing prevention mechanisms and supporting survivors with psychosocial services. STER adopts a comprehensive approach to advocating for gender equality and eliminating gender-based violence in Nigeria. As part of our strategic advocacy efforts for the passage of the Violence Against Persons Prohibition Act in all states in Nigeria, STER seeks to support the domestication of the Violence Against Persons Prohibition (VAPP) Act in Cross River State and scale up existing activities to strengthen the advocacy for enhancing gender equality and promoting women and girls’ rights in the state.

To this end, STER seeks to engage a consultant to undertake the development of a comprehensive training module/curriculum (in English) for civil society actors such as community leaders, women and youth-led organizations, persons living with disabilities, media advocates, and gender rights activists, to drive the advocacy efforts for the domestication of the VAPP Act in Cross River State

(c) Scope of work and expected outputs/deliverables: 

Category 1: Research, Assessment and Training Manual + Guide Development

  1. Undertake desk research and analyze all the necessary documents/training modules and training materials to fully understand the ground situation and existing advocacy efforts towards the domestication of the Violence Against Persons Prohibition Act in the State.
  2. Carry out stakeholder analysis to bring out the roles and responsibilities of key players and institutions. 
  3. Conduct a “Gap” analysis to identify gaps in the advocacy efforts and activities carried out in the state towards the domestication of the VAPP Act. 
  4. Assist the STER team in organizing and facilitating a one-day sensitization workshop on the provisions of the VAPP Act and its importance. 
  5. Produce a well-written and comprehensive training needs assessment report based on the above, including recommendations for participants, post-training evaluation and impact assessment. 
  6. Based on this assessment, develop a comprehensive training module (in English) for stakeholders to drive the advocacy efforts for the domestication of the VAPP Act in Cross River  State.

    Category 2: Facilitate Knowledge and Capacity Building Workshop
  7. Facilitate a three-day capacity-building workshop for a network of civil society and relevant stakeholders in the state to strengthen new and existing advocacy efforts, and strategically map out next steps towards scaling up their advocacy efforts.

(d) Final Deliverables: 

  1. Comprehensive training module, with a one-day training curriculum for community leaders, women and youth-led organizations, persons living with disabilities, media advocates, and gender rights activists.
  2. One-day sensitization workshop stakeholders on the components of the VAPP Act completed and report submitted.
  3. Two-day capacity building and strategy workshop completed and reports submitted including policy advocacy activities, post-training evaluation and impact assessment.

(e) Timeframe and deadlines: This assignment is for Consultants based in Nigeria and is for a period of one month, April 2024 with the likelihood to commence immediately. 

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS 

Master’s Degree in Social Science, Human rights, Political Science, Policy and Development Studies, Humanities or any other relevant discipline preferably with a specialisation in gender or a University degree in the above field with 5-7 years of practical experience in the field of advocacy, gender equality and violence against women, human rights etc. especially in the national and regional context.

Experience:

  1. Familiarity with the components of the VAPP Act, ongoing advocacy efforts and gender context in Nigeria.
  2. Thorough knowledge and experience in conducting need assessments, developing training modules/curriculum and training materials etc. 
  3. Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training. 
  4. Relevant regional and international experience will be an added advantage. 
  5. Excellent writing, editing, and oral communication skills in English. 

The project seeks to identify experts who fulfil the above criteria and have demonstrated the ability to engage key stakeholders (NGOs, CSOs, community leaders etc) to provide relevant expertise on enhancing the rights of women and girls. 

  1. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach the following: 

  1. Profile of the consultant (max 1 page) detailing their suitability for the work and relevant Experience (max 2 pages).
  2. A detailed curriculum vitae (CV).
  3. Detailed methodology and conceptual framework with expected deliverables and timelines of the number of days required (3-5 pages). 

 

  1. FINANCIAL PROPOSAL 

Lump sum contracts: The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fee, travel, and number of working days). Payments will be made in instalments based upon key outputs, i.e. upon delivery of the services specified in the TOR. 

    1. 20% on signing the contract and submission of a blueprint including the work plan and methodology for the assignment (in English).  
    2. 40% on submission of a comprehensive training manual including a one-day training curriculum (in English). 
    3. 20% on completion of the one-day sensitization workshop. 
    4. 20% on the completion of the two-day capacity-building workshop.
  • EVALUATION 

Cumulative analysis 

The weighted average basis will be applied to evaluate the applicant, the award of the contract will be made to the Institution whose offer has been evaluated and determined as: 

  • Responsive/compliant/acceptable, and; 
  • Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation. 

Criteria Max. Point 

Technical: 70 

  • Demonstrated knowledge on laws, women’s rights and UN human rights mechanisms/instruments – 15 Marks 
  • Experience and skills in conducting legal analysis and training needs assessment, in the field of women and human rights -20 Marks 
  • Demonstrate experience in developing training modules/curricula, drafting reports, facilitation/training and dissemination skills among relevant stakeholders -25 Marks 
  • Methodology, activities, work plan, experience and skills etc.- 10 Marks

Financial: 30 points
