TERMS OF REFERENCE (TOR) FOR A CONSULTANT TO REVIEW THE VAPP ACT DOMESTICATED BY 23 STATES ACROSS NIGERIA

TERMS OF REFERENCE (TOR)

Objectives: To evaluate the quality of the Violence against Persons Prohibition (VAPP) Act adopted by the various states compared with the VAPP Act signed into Law in 2015, highlighting the gaps in implementation.

Background: Stand to End Rape Initiative (STER) is a youth-led social enterprise advocating against sexual and gender-based violence, providing prevention mechanisms and supporting survivors with psychosocial services. STER adopts a comprehensive approach to advocating for gender equality and eliminating gender-based violence in Nigeria. As part of our strategic advocacy effort, STER and the State of Emergency GBV Movement seek to review the abridged versions of the VAPP Act adopted by states for an in-depth understanding of various versions that exist and the gaps in implementation.

Timeframe and deadlines: This assignment is for consultants based in Nigeria and is for Two months.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Experience:

  • A Master’s Degree in Law, Gender and Humanities.          
  • 5-10years experience in implementing laws, reviewing and interpreting policies.
  • Good use of MS Word, Excel and PowerPoint.
  • Good communication, review and written skills.
  • Technical expertise in the thematic area.

Duties and Responsibilities

The consultant will work closely with STER’s Programs Manager and State of Emergency GBV Movement team to:

  1. Conduct a desk review of abridged versions of the VAPP Act adopted by 23 States. 
  2. Identify existing gaps using the VAPP Act 2015 as the standard.
  3. Recommend improvements to the VAPP Law according to state variations and rank states according to variations.

Deliverables:

  • A comprehensive report and recommendations on improving the VAPP Act for 23 states.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

All Applicants MUST SUBMIT the following:

  1. Profile of the consultant (max 1 page) detailing their suitability for the work and relevant experience (max 2 pages).
  2. Detailed curriculum vitae (CV).

FINANCIAL PROPOSAL

Lump-sum contracts: The financial proposal shall specify a total lump sum amount. Payments will be made in instalments based upon key outputs; i.e., upon delivery of the services specified in the TOR.

EVALUATION

Cumulative analysis

The weighted average basis will be applied to evaluate the applicant, the award of the contract will be made to the Institution whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.

Criteria Max. Point Technical: 70

  • Demonstrated knowledge of VAPP ACT and gender issues in Nigeria. – 30 Marks
  • Experience and skills in Reviewing documents and strong attention to detail. – 40 Marks.

Financial: 30 points
