MANUAL FOR THE CLINICAL MANAGEMENT OF SGBV SURVIVORS

TERMS OF REFERENCE (TOR)

  1. Objectives: To develop a standardized training manual for the clinical management of Sexual and Gender-based Violence (SGBV).
  2. Background: Stand to End Rape Initiative (STER) is a youth-led social enterprise advocating against sexual and gender-based violence, providing prevention mechanisms and supporting survivors with psychosocial services. STER adopts a comprehensive approach to advocating for gender equality and eliminating gender-based violence in Nigeria. As part of our strategic advocacy effort, STER seeks to improve the quality of care for survivors of sexual violence at the primary healthcare level and improve post-assault disclosure and help-seeking behaviours by developing a comprehensive training manual for clinical management of survivors of SGBV.
  3. Timeframe and deadlines: This assignment is for consultants based in Nigeria and is for three months.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Master’s Degree in Medicine, Public or Community Health or any other relevant discipline preferably with specialisation in clinical management especially in sexual violence with 5-7 years of practical experience in the field.

Experience:

  1. Familiarity with gender and sexual violence, rape culture and the gender context in Nigeria.
  2. Experienced with research in sexual violence and clinical management of sexual violence.
  3. Relevant regional and international experience will be an added advantage.
  4. Excellent drafting, and editing skills.

Duties and Responsibilities

Reporting to the Programs Manager, the consultant is expected to:

  1. Map training manuals and tools that are currently available.
  2. Conduct literature review of existing manuals on clinical management of SGBV.
  3. Develop a standardized training manual.

Deliverables:

  1. A harmonised clinical management and training manual.

Work schedule:

Undertake a desk review of all training manuals and tools being available and identify gaps.

Conduct literature review of existing manuals on clinical management of survivors of SGBV to inform and enrich the training process.
Develop a draft standardized clinical management and training manual and submit it for review.

 

5 weeks 40%
Facilitate a consultation meeting with focal points and other relevant staff to provide feedback and validate the draft training manual.
Finalize the Training Manual incorporating feedback received from relevant stakeholders. 2 weeks 30 %

All Applicants MUST SUBMIT the following:

  1. Profile of the consultant (max 1 page) detailing their suitability for the work and relevant experience (max 3 pages).
  2. Detailed curriculum vitae (CV).

FINANCIAL PROPOSAL

Lump-sum contracts: The financial proposal shall specify a total lump sum amount. Payments will be made in instalments based upon key outputs; i.e., upon delivery of the services specified in the TOR.

EVALUATION

Cumulative analysis

The weighted average basis will be applied to evaluate the applicant, the award of the contract will be made to the Institution whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.

Criteria Max. Point Technical: 70

  • Demonstrated knowledge of trauma management and gender-based violence. – 30 Marks
  • Experience and skills in developing manuals and training guides. – 40 Marks.

Financial: 30 points
